Why do I need public liability insurance?

If you are a commercial drone operator in the UK, Public Liability insurance is a compulsory class to protect you against any legal liabilities for any third-party property damages or bodily injury claims.

This can be seen in EU regulation (EC) 785/2004.

The Civil Aviation Authority (CAA) will also require proof of insurance before issuing a permission.

Apart from having to have it, it makes good business sense from a risk management point of view.  Imagine having to fight a claim against your business which could potentially bankrupt you.
